歐巴馬推減排打子孫牌 12州揚言告上法庭

美國總統歐巴馬（Barack Obama）不惜重踩政治地雷，週一宣布針對發電廠史無前例的聯邦碳排放限制，這是美國歷史上首度對於全球氣候變遷跨出最重要的第一步，儘管歐巴馬強調：「氣候變遷不應該再成為下一代人的問題，堅決不能！」仍引起傳統火力發電業者強烈反彈，至少有12個州業者揚言提告美國國家環保署。

英國BBC報導，雖然美國發電廠碳排放量僅佔全球總排放量的5%，但歐巴馬政府3日正式提出清潔能源計畫，希望可以促使其他主要碳排放國在今年11月和12月的聯合國會議前也做出出類似承諾。

根據美國國家環境保護署（Environmental Protection Agency）的新規定，到2030年前，發電廠的二氧化碳排放量須比較2005年水準減少32%，比去年設定的30%目標還要嚴苛。

這項規定將促使美國發電業者捨棄傳統燃煤，改採更清潔燃料、可再生能源作為發電所需，同時也有促使消費者自行發電的機會。目前以煤做燃料的美國火力發電廠的發電量，超過全美電力總量的1/3。

歐巴馬宣稱，他的減排目標有充分數據支持，因為如果再沒有任何作為的話，世界將面臨更多極端的氣候變遷，造成日益嚴重的健康問題。他語重心長地表示，氣候變遷不應該再成為下一代人的問題，現在這一代人是能解決這個問題的最後一代人，美國必須採取行動。

口口聲聲為了子孫著想的演說並未能打動傳統發電業者，《華爾街日報》消息指出，目前已經有至少12州的發電業者與煤炭業者放話要告美國環保署，還有更多計畫參選下一屆美國總統的人士也趁機打槍，尤其是共和黨參選人甚至稱這份計畫是災難，唯一支持的是希拉蕊，她表示如果自己當選總統，一定會如期執行這份計畫。
